Democratic lawmakers are outraged at a video showing a Minneapolis police officer kneeling on the neck of a handcuffed African-American man and ignoring his protests that he couldn't breathe. George Floyd later died, and State Representative Rena Moran says it was like watching Philando Castile take his last breath: "To see George Floyd take his last breaths and asking for mercy. I don't know how you legislate humanity. I don't know how you do that." Moran says Democrats brought forward recommendations but could not get agreement from the Senate. Republican leaders declined to comment.
