An influential Republican in the Minnesota House is proposing a phased re-opening of bars, restaurants, fitness facilities, movie theaters and indoor/outdoor events — with May 1st as a target for dropping all COVID restrictions.   Willmar Representative Dave Baker calls it a concept and roadmap, acknowledging it’s not perfect:

“I need help with DFL input to make it right.   It can’t get, you know, weighed down by a whole bunch of other things.”

Baker indicates he’d be open to “dial-back” provisions in case the state is hit with more “waves” from the pandemic.   But Baker argues it should be in state law agreed on by the legislature, rather than through executive orders by the governor.
