Minnesota Halal Meat and Grocery owner 35-year-old Mahamed Noor’s business partner called police after discovering suspicious EBT card transactions; the criminal complaint shows that there were almost $700 in payments made from four different cards but no products were taken from store inventory.

At about the same time Noor withdrew $600 from the store account, and investigators say he told his partner via text message he allowed people who owed him money to use their benefits cards to repay him.

Noor has been charged with theft and trafficking Supplemental Nutrition Assistance Program benefits, both felonies.
