(Hennepin County, MN) — NBC News is declaring incumbent Ilhan Omar as the winner in the Fifth Congressional District DFL primary race. The nationally-known congresswoman pulled off a narrow victory over challenger Don Samuels. The win gives her a chance at a third term representing the typically blue district that includes Minneapolis and parts of Hennepin County. Omar will take on Republican primary winner Cicely Davis.
