A bill that would maintain a two-person minimum crew size on freight rail carriers passed in the Minnesota House. Republican Jon Koznick of Lakeville voted “no” on the bill…

“I think it’s quite obvious though the reason that we may be bringing this bill forward is it’s just a favor to the unions to codify issues normally subject to collective bargaining.”

But the bill’s author, Democrat Frank Hornstein of Minneapolis responded…

“Yes there are unions supporting this, but I also wanted to remind people and I have passed out letters of support from the state patrol troopers association, the league of Minnesota cities, the Minnesota professional firefighters.”

Under the bill, violating the two-person rule would be a misdemeanor with a fine of at least $250 on the first offense and one thousand dollars for each subsequent violation.
